Circle Rates in Dharuhera
Circle rates (collector rates) are the minimum government-mandated rates for property transactions. In Dharuhera, the general circle rate is approximately Rs 22,000-23,000 per sq.yd. HSVP licensed sectors may have slightly different rates.
The actual market rate in Dharuhera (Rs 42,000-70,000 per sq.yd) is 2-3 times higher than the circle rate. Since market rates exceed circle rates, stamp duty will be on your actual purchase price.

Money-Saving Tip: Register in a Woman's Name
This is the single most effective way to save on stamp duty in Haryana. By registering the property in a woman's name (wife, mother, or daughter), you save a flat 2% on stamp duty. On a Rs 1 crore property, that is a saving of Rs 2,00,000. There is no catch — the Haryana government actively encourages property ownership by women.
For joint registration (husband and wife), the stamp duty is 6% — still 1% less than male-only registration, saving Rs 1,00,000 on a Rs 1 crore property.
Exemptions and Concessions
- Small plot exemption: Urban plots up to 50 sq.yd are EXEMPT from stamp duty. Rural plots up to 100 sq.yd are also exempt.
- Gift deed: Gift deeds attract 5% stamp duty in urban areas and 3% in rural areas — lower than the standard sale deed rates.
EDC/IDC Charges: The Hidden Cost
External Development Charges (EDC) and Internal Development Charges (IDC) are levied by DTCP Haryana on developers. A 20% EDC increase became effective January 1, 2025, with 10% annual increases from 2026 onwards. EDC currently accounts for 7-8% of total project cost.
For buyers in existing societies, EDC/IDC is typically included in the developer's sale price. For resale purchases, EDC/IDC does not apply again — you only pay stamp duty and registration.
